In this section, the findings of the research will be discussed in relation to the goals of the research, which were to determine how laws, policies and reforms have contributed to race and class biased outcomes. The data collected indicates that there are a number of ways in which laws, policies and reforms have had a negative impact on minority groups in the USA.

One of the most significant ways in which laws, policies and reforms have contributed to race and class biased outcomes is through the use of private prisons. African Americans have been disproportionately incarcerated in the USA since the 1970s (Mauer, 2006).
